Horizon Europe: Cybersecurity
Horizon Europe is the EU framework programme for research and innovation. The programme, which runs from 2021 to 2027, is divided into six clusters, the third of which, Civil Security for Society, includes cybersecurity measures.
EU funding for cybersecurity research and work programmes under Horizon Europe is administered by the European Commission’s European Cybersecurity Competence Centre (ECCC), which also issues calls for funding. In 2023/24, €119 million has been earmarked for cybersecurity measures. Calls are open to businesses, universities, research institutes and public-sector organisations. Applicants must be a company or organisation from an EU/EEA country, or a country that has an agreement with the EU for cooperation and certain benefits, even if the country is not a Member State.
In collaboration with the Network of National Coordination Centres (NCCs), the ECCC is responsible for implementing cybersecurity calls that require co-funding by Member States. In Sweden, the Swedish Civil Contingencies Agency (MSB) has established the Swedish National Coordination Centre (NCC-SE) for cybersecurity research and innovation to support the work of the ECCC.
Vinnova has overall responsibility for coordinating the Horizon Europe programme in Sweden.

How to write a successful application
When a call opens, it is important to read the call text carefully. Information about current calls for EU funding programmes is available in the EU Funding & Tenders Portal at europa.eu.
We recommend that you attend the information meetings held by the European Commission and NCC-SE (see the respective websites for more information). In addition to information about the content and requirements of a call, information meetings often offer opportunities to access relevant networks and find project partners from other countries. Please note that some calls require collaboration between stakeholders. The EU Funding & Tenders Portal has its own search function to identify potential partners.

When writing your application, you can use the EU Funding & Tenders Online Manual. Applications must be submitted by the party in the consortium who is acting as project coordinator.
