NCC-SE stands for Sweden's National Coordination Centre for Research and Innovation in Cybersecurity. An important role for us is to encourage Swedish actors to apply for funding to implement measures in the European cybersecurity programmes.
Our mission is to promote research institutes, companies and the public sector to work together to create better cybersecurity solutions by:
NCC-SE is responsible for the development and direction of the operations of Cybernode, which is Sweden's national competence community in cybersecurity research. Cybernode is run by Research Institutes of Sweden AB (RISE) and is a digital meeting place where universities, companies and the public sector collaborate to start research and innovation in cybersecurity, as well as stimulate initiatives for increased skills development in cybersecurity.
The European Commission and the European Parliament want to take a comprehensive approach and strengthen the EU's cybersecurity capabilities and competitiveness through financial support and develop the Union's capacity in research, innovation and skills. A European Cybersecurity Competence Centre, ECCC, has therefore been established in Bucharest to design and manage cybersecurity calls for proposals within the EU programmes Horizon Europe and DIGITAL. The ECCC also leads a network of National Coordination Centres and a European Competence Community of users and providers of cybersecurity research and innovation solutions.
In Sweden, the Civil Swedish Contingencies Agency (MSB) is responsible for the establishment and construction of Sweden's National Coordination Centre for Research and Innovation in Cybersecurity (NCC-SE). The Government Agency, MSB, is collaborating with the Swedish Agency for Innovation Systems (Vinnova) and the Swedish Agency for Digital Government (DIGG).
NCC-SE supports the ECCC in promoting EU initiatives in Sweden, establish contacts between actors and stakeholders within the cybersecurity sector and provide guidance on EU calls. This enable Sweden to participate in and benefit from EU-funded cybersecurity programmes. The centre acts therefore as a "bridge" between Sweden and the EU.
In June 2021, an EU regulation CCCN (2021/887) came into force to create and establish the ECCC. It sets up the European Cybersecurity Competence Centre (ECCC) and the Network of National Coordination Centres (the ‘network’). It also lays down rules for national coordination centres (NCCs) and for setting up the Cybersecurity Competence Community.
For the EU, it is important to ensure and develop its cybersecurity research and skills and capabilities. This is to secure networks and information systems for essential services and at the same time offer competitive cybersecurity products and services on the market.
